What is APEL?

APEL is a systematic process governed by the Malaysian Qualifications Agency (MQA) that involves the identification, documentation, and assessment of prior experiential learning for admission to a degree programme or course exemptions.

To evaluate an applicant’s background fairly, the MQA recognises the following three categories of learning:

· Formal Learning
Structured, intentional, and institutionalised education that takes place within schools or universities. It follows a set curriculum and leads to officially recognised qualifications such as a diploma or bachelor’s degree.

· Non-Formal Learning
Organised and intentional education that occurs outside the formal system, focusing on specific skills and professional development. Examples include attending a weekend corporate workshop, seminar, or professional certification course. It does not directly award academic degrees.

· Informal Learning:
Unstructured, lifelong learning that happens naturally through daily life, work, or hobbies without a curriculum or instructors; for example, learning via a YouTube tutorial.

WOU offers three distinct APEL pathways for enrolment into its degree programmes, from diploma to doctorate, all tailored to different needs:

APEL.A: Your Experience is Your Entry Ticket

If you missed out on formal education but have years of work experience, APEL.A (Access) provides an alternative route to university. This MQA-governed assessment provides a fresh lifeline that evaluates your prior learning from work, training, or experience to determine if you are ready to pursue higher education.

APEL.A Admission Criteria

* The Malaysian Qualifications Framework (MQF) is a unified national system governed by the MQA that regulates and standardises all post-secondary academic and professional qualifications in Malaysia.

APEL.A Assessment

Depending on your target level of study, instruments used for the assessment include an aptitude test, portfolio assessment, research intent presentation, and an interview.

  • Aptitude Test: Comprises questions testing competencies in Malay, English, Numerical Literacy, General Knowledge, Critical Thinking, and Digital Literacy. 
  • Portfolio Submission: A compiled document mapping your formal, informal, and non-formal learning. All portfolios must be prepared in English. 
  • Research Intent & Presentation: Candidates planning to enrol in research-based postgraduate programmes are required to develop and present their research proposals to demonstrate their research skills. 
  • Interview: Applicable only for candidates seeking admission into postgraduate programmes. Applicants present their portfolio to a panel of assessors to explain their acquired learning in greater detail, carrying a weightage of 20% of the total assessment marks.

Once you pass the assessment, you receive an APEL.A certificate valid for five (5) years, which you can use to apply to WOU’s fully online degree programmes, or to any accredited university in Malaysia.

APEL.C: Credit Transfer for Your Skills

Why spend semesters studying a subject you have already spent years executing in the real world? APEL.C (Credit) allows you to gain credit awards for specific courses based on prior learning. This means you can bypass redundant modules, significantly reducing both the time it takes to graduate and your overall tuition fees.

Real-World Example: An IT professional holding a recognised Cisco certification is entitled to immediate course exemptions and earns academic credits for the corresponding Networking modules in WOU’s Software Engineering degree.

This pathway is applicable to all areas and levels of qualification in the MQF except for research-based postgraduate degrees. It applies to all courses, with the sole exception of final year project-based courses and dissertations. Learners registered at any Higher Education Institutions regardless of the mode of entry can apply for credit exemptions via APEL.C.

APEL.C Assessment

Applicants can opt to undertake either a Challenge Test or submission of Portfolio depending on the nature of the course and upon advice by the appointed advisor.

  • Challenge Test: Can be a written test, oral examination, or hands-on performance assessment designed around the course discipline.
  • Portfolio: A formal document compiling physical evidence of prior experiential learning and an articulation of competencies acquired over time.

To secure the credit award, students must achieve a baseline score of at least 50% of each course learning outcome being assessed. The APEL.C assessment is estimated to take 30-40 days upon submission of the complete documentation.

The following is the maximum credit limit for APEL.C applications for each level of study:

APEL.M: The Future of Flexible Learning

APEL.M (Microcredentials) is the most flexible route for working adults. It allows you to “stack” small units of learning into a full degree.

If you are a busy professional who wants to start small, build momentum, upskill at your own pace, and seamlessly integrate your prior learning into WOU programmes, this pathway is designed for you. It saves time and prevents you from repeating content you already understand.

Local and international learners aged 21 years and above can apply for admission via APEL.M regardless of their academic background, with the following conditions:

  • Completed at least 50% of the total graduating credits of the intended programme via microcredentials which are unbundled from the accredited programme or standalone microcredentials from one or multiple HEPs.
  • Meet the minimum age requirements similar to APEL.A admission criteria.

APEL.M Assessment
Assessment is based 100% on a portfolio of your completed microcredentials, including your Malaysian Microcredential Statements (MMS), to prove your readiness for the full academic programme.

You must complete at least 50% of your programme’s graduating credits (excluding MPU subjects) through microcredentials.

Due to the extensive verification involved, the total assessment may take four to six months. Applicants are strongly encouraged to apply for APEL.M certification six months prior to their intended intake date.

If your portfolio is unsuccessful, there is a six-month cooling-off period before resubmission.

Upon passing, MQA issues an official notification letter and an APEL.M certificate that has no expiry date.

Important Note on Certification

An APEL certificate is a gateway for academic advancement, not a standalone qualification in itself. For instance, obtaining an APEL certificate for a Master’s level (Level 7) qualifies you to apply for admission into a Master’s programme; it does not mean you hold or have been awarded a Master’s degree.

Additionally, these certificates, specifically the APEL.A, have a 5-year validity period from the date results are announced and cannot be used directly for employment purposes.
