Wawasan Open University (WOU) and the Singapore Institute of Management (SIM) have inked a Memorandum of Understanding (MoU), establishing a framework for strategic educational collaboration between the two institutions.
Signed at WOU’s main campus on 3 September 2026, the agreement paves the way for the institutions to jointly develop Continuing Education and Training (CET) initiatives, establish academic pathways and articulation arrangements, facilitate student mobility, and create opportunities for internships, work-based learning, and other mutually agreed activities.
Together, WOU and SIM will share academic and industry expertise, draw on a wider pool of learning resources, and exchange market insights to develop relevant programmes targeted at workforce upskilling and professional development.
The non-binding agreement sets out a three-year roadmap for translating shared goals into tangible outcomes that respond to genuine learner and employer needs across Malaysia and Singapore.

In his remarks, WOU Chief Executive and Vice-Chancellor Professor Ts. Dr. Yap Eng Hwa also touched on the broader regional outlook, noting that Malaysia and Singapore are deepening economic cooperation through developments such as the Johor-Singapore Special Economic Zone (JS-SEZ).
Emphasising the role of educational institutions in preparing talent for closer regional economic integration, he said, “The JS-SEZ is expected to create significant economic opportunities on both sides of the Causeway, but realising its full potential will depend on talent. We will need agile professionals who can navigate cross-border markets, leaders who can manage distributed teams, and organisations ready to adapt at speed.”
“By combining WOU’s regional reach, understanding of the Malaysian market, and expertise in designing online learning with SIM’s educational strengths in leadership and management training and extensive networks, we can expand accessible learning pathways while building stronger professional connections between the two countries,” he added.

Professor Wei Kwok Kee, President and Chief Executive Officer of SIM Group Limited, said the partnership responds to a world of work in which careers are becoming less linear and skills must be renewed more frequently.

“This MoU is ultimately about creating greater possibilities for learners and connecting learning to opportunity. The role of learning institutions today must go beyond imparting knowledge, as what we learn today may not be enough for an entire career,” Prof. Wei (pic) said.
“By bringing together our respective strengths, networks, and understanding of the market, we look forward to creating learning pathways that are relevant not only to learners, but also to the evolving needs of employers. I am excited to see how this agreement will translate into meaningful opportunities for learners, professionals, and organisations in both countries,” he added.

Following the signing ceremony, the delegation from SIM visited the School of Digital Technology (DiGiT) at WOU’s city campus, where Deputy Dean Dr. Racheal Poh led the demonstration on the ClassIN hybrid learning platform.
Representatives from both institutions also held discussions on two areas of collaboration: the delivery of Continuing Education and Training (CET) and Pre-Employment Training (PET) programmes.
These early exchanges marked the start of the collaboration’s implementation, with WOU and SIM now working to identify initiatives that can deliver practical value to learners and employers in both countries.
