Wawasan Open University (WOU) has established an Advanced Standing (AS) system to facilitate the granting of credit transfer from the students’ previously acquired qualifications into their intended WOU programmes. This will prevent unnecessary duplication of study, thereby reducing the total number of courses required by the students to graduate.

What is Credit Transfer (CT)?

Credit Transfer is the transfer of credits earned from one institution to another.  Hence, the credits transferred can be used to reduce the number of credits needed to fulfill the requirements for the award of a named qualification.

Who can apply for credit transfer?

WOU Diploma, Bachelor’s degree and postgraduate students can apply for the consideration of credit transfer.

What are the conditions applied to credit transfer?

In processing and granting credit transfer, the following key conditions are adopted. Please note that the key conditions stipulated by authorities may be reviewed from time to time. Therefore, new and revised regulatory requirements shall take effect accordingly.

1) The credentials used to support the application for credit transfer should preferably be accredited by the Malaysian Qualifications Agency (MQA) or an equivalent National Accrediting Agency. However, Malaysian qualifications obtained prior to the setting up of Lembaga Akreditasi Negara (LAN) or qualifications offered by public institutions / recognised institutions / professional bodies may also be considered on a case-by-case basis.

The credentials used to support the application for credit transfer against postgraduate programmes and courses (via Horizontal Credit Transfer) must at least be at the postgraduate level or equivalent.

Doctoral Degrees (Coursework and Mixed Mode) can be allowed credit transfer based on a case-by-case basis (i.e. All past evaluation outcomes should not be taken as precedent cases for new applications. Each Doctor of Business Administration (DBA) application is treated as new case and evaluation will be required.) Incomplete DBA studies with CGPA below the minimum requirement (3.00) shall not be accepted for credit transfer.

Currency of knowledge for WOU programmes are as follows:

2) Credit hours of the presented course(s) should be the same as credit hours of the intended course or more (i.e. if the intended course is a 3-credit course, credit hours of the presented course(s) should at least be 3 credits);

3) There must be at least 80% match in both content and level between the presented course(s) and the intended course; and

4) Results of the presented courses should at least a pass grade of C. Please note that credit transfer from 31% to 50% for vertical credit transfer (Diploma-to-Bachelor’s Degree) is subject to minimum grade B requirement.

5) Maximum credit transfer allowed:

# The existing 60% of maximum credit transfer allowable for both credit transfer recognising formal qualifications and credit transfer via Accreditation of Prior Experiential Learning (APELC), Massive Open Online Courses (MOOC) and Micro-Credential (MC) remains the same.
How to apply?

Students who are interested to apply for credit transfer are advised to submit the following compulsory documents to an Advanced Standing system via your Regional Centres / Regional Support Centres.

  • Transcripts (certified true copy)
  • Complete and relevant syllabus (certified true copy) from the previous institutions - For new cases where there are no approvals awarded
  • Payment - Every applicant will be charged an application fee. The application fee is not refundable regardless of the outcome of the application.

If the student is successful in obtaining an offer letter for credit transfer from the University, the student must claim the courses by paying the Credit Transfer Claim Fee within three (3) months from the date of the offer letter. After the three (3) months period has passed, the offer / unclaimed courses have lapsed and re-application is necessary. Please refer to the WOU Student Handbook for details on the Credit Transfer Claim Fee.

Notes: A Pre-Screen Checklist is developed for students to ensure AS supporting documents are complete and matching before submission via ASAT system.

If needed, a maximum duration of three (3) weeks will be allowed for students to make further arrangements with previous institution to resolve syllabus issues faced.

When the 3-week maximum duration is due, the application shall proceed with evaluation if syllabus received is useful for evaluation. If syllabus received are found not useful for evaluation (due to Subject Names in syllabus & transcript are not matching, syllabus does not contain Topics or syllabus verification could not be furnished), the application will be Rejected with No Refund.

When to submit the application and when will the result be released?

You can submit the application anytime after you have registered as a WOU student. Applications for credit transfer are allowed throughout the year.

Advanced Standing results (for new cases) are targeted to be released within the timeframe of seven to nine days upon receipt of complete documentation.

Advanced Standing results (for precedent cases) are usually released faster (i.e. within three working days) as the presented credentials have previously been approved and evaluated.

How to determine whether the presented qualifications were MQA/LAN accredited?

Applicants can determine the MQA/LAN accreditation status of the presented qualification(s) by asking for the MQA/LAN Programme Accreditation letter from the previous institution(s) or by checking the relevant listing from the MQA website (www.mqa.gov.my).

How to determine the level of the presented qualification?

Applicants can determine the level of the presented qualification by checking the relevant listing from the MQA and JPA website (http://pengiktirafan.jpa.gov.my/). For example, the ACCA Membership is equivalent to Bachelor of Accounting from Public Institution of Higher Learning.

What credentials, so far, have been approved by WOU for credit transfer purposes?

On a regular basis, the University is considering a number of qualifications for credit transfer purposes.  For an updated list of approved credit transfer by WOU, please consult staff at your Regional Centres / Regional Support Centres.

Will I surely get the credit transfer as listed in the Register of Credentials Approved for Credit Transfer?

For precedent cases, eligibility for the stated credit transfer is subject to terms and conditions.

Can I get a refund for the course(s) that are currently enrolled or taken in the past when they are offered credit transfer?

Full Refund will be allowed for courses that are dropped as a result of the said courses being offered credit transfer by the University. This is only applicable to courses that are being taken during the current semester or enrolled for next semester.

Please be advised that all terms and conditions regarding the dropping/withdrawal of course(s) and the refund procedures of the University still apply.

Please take note that if you decide to continue to pursue the course(s) awarded credit transfer, the course(s) and their eventual results would be used in the calculation of the GPA/CGPA. Course(s) that has/have already been completed (whether in current or past semesters) are not allowed to be dropped/withdrawn.

Can I make an appeal against the Advanced Standing results awarded to me?

You may do so by filling in the “Appeal against Advanced Standing Results” form which is available at the Regional Centres and the Student Portal. Please submit the duly completed form and supporting documents to the Advanced Standing system via your Regional Centres / Regional Support Centres. A non-refundable appeal fee (i.e. RM50) is imposed.

How will the courses awarded credit transfer be calculated in my CGPA?

As an example, if the total credit hour required by your intended programme is 120 credits and 8 courses (totaling 34 credits) are awarded to you for credit transfer, your CGPA will be calculated over the remaining courses (totaling 86 credits) instead of 120 credits.

What is the grade / record for the courses awarded credit transfer in the transcript?

It will appear as “CT” in your transcript.

Accreditation of Prior Experiential Learning for Credit Award, APEL(C)

The Advanced Standing system also considers credit transfer via APEL(C).  Credit transfer via APEL(C) recognises the non-formal and informal learning of students.

Non-formal learning: Learning that takes place alongside the mainstream system of education and training.  It may be assessed but does not normally lead to formal certification.

Informal learning: Learning which takes place continuously through life and work experiences.

The following are policies related to APEL(C):

1) The APEL(C) provision is applicable to all WOU students regardless of the mode of entry whether through conventional or APEL route.

2) APEL(C) encompasses the assessment of prior experiential learning for the purpose of credit award.  This includes learning acquired through non-formal and informal learning.

3) APEL(C) will be implemented for all areas and levels of qualifications under the Malaysian Qualifications Framework (MQF).

4) For postgraduate level study (MQF Level 7 &8), the award of credit is limited to the courses in programmes conducted via coursework and mixed modes only.

5) APEL(C) shall be confined to courses in WOU programmes that have at least obtained provisional accreditation by MQA.

6) Courses that forms part of the programme structure under professional bodies may be considered for APEL(C), subject to acceptance by the relevant professional bodies.

7) The award of credits through APEL(C) is in the form of credits transfer whereby the credits awarded for the course will be counted towards the total credit requirement for graduation.

8) The maximum percentage of credit transfer through APEL(C) is 30%.  This percentage is in addition to the maximum 30% credit transfer provision based on the existing formal credit transfer policy.  WOU will adhere to the maximum credits transfer allowed through APEL(C) as illustrated in Table 1 for the various programmes offered.  Click here to view Table 1.

9) Credit awarded through APEL(C) can be automatically transferred to another programme within WOU if the course has the same learning outcomes.

10) The credit awarded must be equivalent to the credit value of the course applied for APEL(C).  Award of partial credit will not be allowed.

11) Credits awarded for a course are only applicable to the specific course applied for.  Prerequisites (if any) of the specific course is not automatically awarded with credits.

12) Assessment for the award of credit should be carried out separately for each course.  Award of credit cannot be granted on a block basis.

13) APEL(C) is applicable only for all courses except for final year project-based courses and thesis/dissertation.

14) For the Executive Diploma programme, the provision of 30 credits based on 3 years work experience as prescribed in Standard: Executive Diploma will be assessed using the APEL(C) instrument.

15) Students may apply for award of credits through APEL(C) at any time during their studies.  However, they would be strongly advised to submit their applications for APEL(C) in the first year of study.

16) Students are not allowed to apply for award of credit through APEL(C) for courses which they have undertaken during the period of study.

17) The course that has been awarded credit through APEL(C) will appear in the transcript as 'CT(APEL)'.  It will not be taken into account in the calculation of GPA / CGPA.  However, the credits awarded for the course will be counted towards the total credit requirement for graduation.  WOU will issue the Malaysian Qualifications Statement (MQS) as a supplementary document to learners that have been awarded APEL(C).

18) Students who are not successful in the APEL(C) assessment will have to complete the course through the usual stream in the programme of studies.

19) Students may appeal against the results of the APEL(C) assessment.  Should an appeal be made by the student, another Assessor will be appointed to evaluate the merit of the appeal.  Students will be informed of such decision.  The decision of appeal is final.  All appeal case would would follow the usual pathway where the results of the appeal would be deliberated at the School level, followed by ASC committee and finally the Senate.  In any appeal case, submission of new evidence for the Portfolio assessment would not be allowed.

20) The student who fails the Challenge Test of a specific course will not be allowed to submit Portfolio for assessment for the same course and vice versa.  Re-submission of Portfolio or re-attempt of Challenge Test for the same course through APEL(C) is not allowed.  The student must register and complete the course once he/she fails to be awarded the credit through APEL(C).
