FAQs on MQA’s approval and accreditation process

What are the functions of MOHE and MQA in the education landscape in Malaysia?

The Ministry of Higher Education (MOHE) and the Malaysian Qualifications Agency (MQA) are two governmental bodies which regulate, monitor and oversee the quality assurance practices and accreditation of all the academic programmes for both the private and public institutions of higher learning.

Why should I choose programmes that are approved/accredited by them?

This is mainly to ensure that students’ qualifications are granted by MOHE-approved institutions and are properly recognised in Malaysia; without this, many companies may not consider the qualifications valid.

Are WOU’s programmes approved by MOHE and MQA?

Yes, all of WOU’s programmes are passaged through MOHE and MQA, first for approval to conduct and then accreditation before the graduation of the first batch of students.

How do I know that WOU’s programmes are approved by MOHE/MQA?

In Malaysia, all institutions of higher learning must obtain approval from MOHE to run the respective academic programmes and must be provisionally accredited by MQA before these can be offered to students. For verification of the approved programmes please refer to the MOHE website (www.jpt.mohe.gov.my

What is the internal quality assurance process involved in the development of new programmes at WOU?

When WOU develops new programmes, an Advisory Peer Group (APG) consisting of external academic and industry experts will be consulted. The curriculum structure will then be sent through the School Board, Senate and Board of Governors (previously known as Council) for deliberation and approval before submitting the relevant documents to MQA for provisional accreditation.

What is the process involved for MQA provisional accreditation/full accreditation?

Before the first batch of students of a new programme enters their last semester of studies, WOU will submit the relevant documents to MQA for full accreditation exercise:

  • WOU submits MQA-02 documents for the full accreditation exercise.
  • MQA submits report to WOU with proposals for improvement/conditions.
  • MQA FULL ACCREDITATION IS GRANTED!
  • MQA then will forward recommendation to JPA for JPA recognition of WOU programmes.
  • At the MQA Accreditation Board Meeting, WOU provides the necessary feedback.
  • Finally, the MQA Accreditation Panel of Assessors (POA) conducts a site visit.

How can I be sure that the qualification I am pursuing is approved/provisionally accredited/fully accredited by MQA?

If provisionally accredited:

•The MOHE code accompanying the name of each programme indicates that this has been approved by MOHE.

• Students can also call MQA at 03-79687002 for confirmation.

If fully accredited:

• Students can look up the programme up on the Malaysian Qualifications Register (MQR) at http://www.mqa.gov.my/mqr/carianakr.cfm. Just search for “Universiti Terbuka Wawasan”.

How about whether the qualification is recognised by JPA?

Students can look up the programme up at JPA's Qualification Accreditation search engine at http://www.interactive.jpa.gov.my/webinteraktif/frmMainIktiraf.asp. Just search for “Universiti Terbuka Wawasan” under the "Carian/Search" field.

The programme I am looking for is not listed in the Malaysian Qualifications Registry (MQR) or on the JPA website? What does this mean?

This just means that the programme has yet to complete its full cycle and it is at the stage of provisional accreditation. Only programmes that have been awarded full accreditation status will be recognised by JPA.
